Luminest Community Development, Inc., recently completed significant enhancements to Valley Terrace Townhomes in the Borough of Waynesboro, including the installation of new roofs and upgraded HVAC systems for all buildings. The improvements aim to enhance energy efficiency, resident comfort, and the long-term sustainability of the property.

“We’re grateful to our local contractors for their excellent work and communication throughout the project,” said Dave Keller, Executive Director of Luminest. DRI Dependable Roofing, GW Electric Company, Inc., and McCleary Heating and Cooling LLC were the contractors for the improvements.

“We also wish to thank the Pennsylvania Housing Finance Agency (PHFA) and the Franklin County Commissioners for their financial support,” Keller added. PHFA awarded a $417,228 Housing Options Grant to support the capital improvements, and the commissioners provided $100,000 from the Housing Trust Fund. “And we appreciate the support and assistance of borough staff and officials throughout the project,” Keller also added.

As owner and manager of Valley Terrace Townhomes, Luminest also contributed $11,966 to the improvements from replacement reserves.

Luminest owns and manages seven properties across Franklin, Adams and Cumberland Counties, with over 300 townhomes and apartments. Luminest’s most recent development is Citrus Grove, a 40-unit apartment community for senior citizens in downtown Shippensburg. Later this year, Luminest will break ground on another 40-unit apartment community for seniors in Adams County, just north of the Borough of Gettysburg in Cumberland Township.

Luminest also runs a First Time Home Buyer program and housing rehabilitation programs for the Borough of Chambersburg and Franklin County.
