[CHAMBERSBURG, PA JANUARY 14, 2022] — Luminest Community Development is excited to announce that the Borough of Chambersburg received a Home Program Grant and has partnered with Luminest to provide some needed home repairs for residents in the Borough.

Luminest will manage the Home Owner Rehabilitation program to assist low and moderate income Borough residents with repairs and improvements to their homes. The Home Owner Rehabilitation program will provide financial assistance and construction related expertise to these households so they can make capital improvements to their home. Homeowners with incomes up to 80% of Area Median Income (AMI) would be eligible for assistance to correct code deficiencies and upgrade their homes. For a family of four, 80% of AMI is $64,400. Assistance would typically be in the form of a 10 year forgivable loan to each eligible homeowner. Luminest will administer the program to include marketing, application processing, intake, inspections, work write-ups, contract monitoring to ensure effective management system is developed and maintained to provide for compliance with administrative requirements of the HOME program. Luminest has over 16 years of experience with construction and maintenance of housing affordable to persons at or below 80% of AMI.

Luminest Community Development started in July 2002 as a startup non-profit to develop affordable homes in Franklin County. The Board of Directors envisioned building stronger neighborhoods, better homes and brighter futures for families throughout Franklin County and the surrounding areas.  Luminest Community Development achieves those goals with each new development.
