Dave Keller

The FCADC president’s award is given at the discretion of the FCADC president to a company, organization, or individual who has made a unique contribution to the economic well-being of Franklin County.  It is not an annual award.  The recipient is an individual who had a prominent career in public service as a long-serving county commissioner.  First elected in 2007, he worked unselfishly in support of the residents of Franklin County for 16 years. 

Dave Keller is a lifelong resident of Franklin County who graduated from Chambersburg Area Senior High School in 1987; Franklin & Marshall College with a bachelors in government in 1991; and he earned his Juris Doctorate from Widener University School of Law in 2007.  Prior to being elected, Dave was employed by Sunrise Computer as a retail salesman and computer network consultant in which he worked closely with schools, local governments, churches, and non-profits.  

As chair of the board of commissioners, he led a 700 person organization with a $100 million budget.  Included among his many accomplishments was his leadership during the covid pandemic ensuring the health, safety and general well-being of staff and residents.  He was intimately involved at all stages with the construction and renovation of the County courthouse, administration building, archives facility, courthouse annex historic courthouse, Coyle Free library, and the Franklin County Visitors Center. Commissioner Keller expanded and improved services for mental health, drug and alcohol abuse, housing and homelessness, senior citizens, and veterans.  Also, he led efforts that reduced the jail population by 50% focusing on re-entry and evidence-based practices.

Among the many non-profits to which he has contributed his time and talents include the FCADC (2008-2023), Franklin County Visitors Bureau, United Way of Franklin County, Chambersburg Council for the Arts, First Start Partnership, and the Franklin County Redevelopment Authority. 

Since stepping down as a commissioner, Dave has accepted the position as Executive Director of Luminest, Inc.  Luminest is Franklin County’s premier developer of affordable housing. So, given his contributions to economic and civic well-being of Franklin County, it is appropriate to honor David Keller with the FCADC’s president’s award.
